The reason why the Laser Class is changed now is that, according to the latest IEC 60825-1 regulations, the output is measured by 7mm aperature stop at the position of 10cm. Therefore, you see that its Class is changed from "Class II" to "Class I" now, even though the brightness is exactly the same as before.)

Because modules are simply components, and it means that you have to wire it to your own power source by yourself.
