eBay gives you 30 days to report a seller for a violation of its policies. Read eBay's guidelines first, and only if the resolution center has not solved the issue, and you clearly think the seller has violated or abused the guidelines, you can submit your issue directly to eBay.
On some occasions, especially if the transaction is from one country to another, it could just be a case of a simple misunderstanding. In any case, one should always read reviews of the seller and his eBay status to make sure the seller is a reputable one. If there is a dispute, and it concerns delivery, the seller must provide proof of delivery (not shipping - delivery), or else you should be reimbursed; if the product delivered is “not as advertised” - the seller must refund you. Some sellers will ask that you ship back the product, in which case you are entitled to the shipping cost.
